Find Your Reference Number

Your reference number is printed on the top right of your electricity bill (14 digits) or your gas bill (10 digits). It is also called the account number or consumer number depending on the utility.

Choose your electricity or gas company from the dropdown. If you are in Lahore, select LESCO. Gujranwala residents select GEPCO. For gas bills in Punjab and KPK, select SNGPL. Sindh and Balochistan gas consumers select SSGC.

WapdaBill.pk is an independent online utility bill information portal for Pakistani consumers. The site was built with one purpose: to make it faster and easier for households and businesses across Pakistan to check, understand and pay their electricity and gas bills.

Pakistan has seven electricity distribution companies (DISCOs) covering different provinces and regions: LESCO (Lahore), GEPCO (Gujranwala), FESCO (Faisalabad), IESCO (Islamabad and Rawalpindi), MEPCO (Multan and South Punjab), PESCO (Peshawar and KPK) and HESCO (Hyderabad and interior Sindh). For gas, SNGPL serves Punjab and KPK while SSGC covers Sindh and Balochistan.

Each utility has its own website and bill checking portal. WapdaBill brings them all together in one place, so you do not need to remember nine different URLs. The bill data is fetched in real time from the official PITC billing server and from the individual utility company servers, so the amounts and due dates you see here are the same as on the official portals.

Regulatory Information

Electricity distribution in Pakistan is regulated by the National Electric Power Regulatory Authority (NEPRA). Gas distribution is regulated by the Oil and Gas Regulatory Authority (OGRA). Both regulators set tariff rates, approve load management schedules and handle consumer appeals.

All electricity distribution companies in Pakistan share the helpline number 118. This number is free from any Pakistani mobile or landline, available 24 hours a day, seven days a week. Call 118 to report faults, billing disputes or new connection enquiries with any DISCO.

Understanding Your Electricity Bill in Pakistan

Pakistani electricity bills include several charges beyond the base unit rate. Here is a breakdown of what each line item on your WAPDA or DISCO bill means.

Energy Charges

The core charge for units of electricity consumed during the billing month. Calculated by multiplying units consumed by the applicable per-unit rate from the NEPRA-approved tariff slabs. The rate increases as you consume more units, moving you into higher slabs.

Fixed Charges

A flat monthly charge applied regardless of consumption. The amount varies by consumption slab and connection type. Protected consumers (up to 50 units) pay Rs. 75/month while higher slab consumers pay up to Rs. 500/month. Fixed charges cover grid maintenance costs.

Fuel Adjustment Charges (FAC)

A variable monthly charge set by NEPRA to reflect changes in the cost of electricity generation fuel (natural gas, oil, imported coal, LNG). FAC is determined each month and can be positive (additional charge) or negative (rebate). It appears as a separate line on the bill.

Electricity Duty

A provincial tax levied by the respective provincial government on electricity consumption. The rate varies by province. Punjab and KPK charge 1.5 percent while other provinces may differ. This amount is collected by the DISCO and remitted to the provincial government.

TV Fee

A government levy collected through electricity bills on behalf of PTV (Pakistan Television Corporation). Domestic consumers pay Rs. 35 per month and commercial consumers pay Rs. 60 per month as TV license fee, included in the electricity bill for collection convenience.

General Sales Tax (GST)

GST at the standard rate is applied to electricity bills above the protected consumer threshold. Lifeline and protected consumers (up to 50 units) are generally exempt from GST on electricity. Above this threshold, GST adds 17 to 18 percent on top of the energy and fixed charges.

Surcharge for Late Payment

If you pay your bill after the due date printed on the bill, a surcharge of 10 percent of the net payable amount is added. The surcharge is automatically included in the next month's bill if the current bill remains unpaid beyond the due date.

Meter Rent

A monthly charge for the electricity meter installed at your premises, which remains the property of the utility company. Single-phase residential meters typically attract Rs. 10 to Rs. 25 per month in meter rent depending on the meter type and connection class.

How to Pay Your Electricity or Gas Bill Online in Pakistan

Pakistani consumers have more payment options than ever before. You no longer need to stand in a bank queue to pay your utility bill. Here are all the ways to pay from home.

JazzCash

Open the JazzCash app, go to Pay Bills, select Electricity Bills or Gas Bills, choose your utility company and enter your reference number. Confirm the amount and pay. An SMS receipt is sent immediately. JazzCash works 24 hours and accepts payments even after the due date (with surcharge shown).

EasyPaisa

Open EasyPaisa, tap Utility Bills, choose your DISCO or gas company and enter your reference number. The current bill amount loads automatically. Confirm and pay. EasyPaisa has over 200,000 retail agents across Pakistan if you prefer paying through a shop rather than the app.

Bank Mobile Apps

All major Pakistani banks including HBL, UBL, MCB, Allied Bank, Meezan Bank, Bank Alfalah and others have bill payment features in their mobile apps. Go to the Payments or Bills section, select your utility and enter the reference number. Bank apps typically offer the lowest transaction fees.

1BILL and RAAST

1BILL is Pakistan's interbank bill payment system. Any bank app or wallet that supports 1BILL can pay utility bills. RAAST, the State Bank of Pakistan's instant payment system, also supports utility bill payments through participating banks with zero transaction charges.

Bank Branches

Any branch of National Bank of Pakistan, HBL, MCB, UBL and most other commercial banks accepts utility bill payments over the counter. Bring your printed bill or just your reference number. Some banks may charge a small processing fee for over-the-counter bill payments.

Easy Bill Kiosks

Easy Bill payment kiosks are installed in petrol stations, grocery stores, pharmacies and malls across Pakistan. Feed cash into the kiosk, select your utility, enter the reference number and collect a receipt. Kiosks are available in most urban areas of Punjab and other provinces.

Frequently Asked Questions About Utility Bills in Pakistan

LESCO, GEPCO, FESCO, IESCO, MEPCO, PESCO and HESCO are all electricity Distribution Companies (DISCOs) formed from the breakup of WAPDA in 1998. Each covers a different geographic area. LESCO covers Lahore and central Punjab, GEPCO serves Gujranwala division, FESCO covers Faisalabad and surrounding districts, IESCO serves Islamabad and Rawalpindi, MEPCO covers South Punjab, PESCO serves KPK and HESCO covers interior Sindh. All DISCOs apply the same NEPRA-approved national tariff but have different load shedding schedules based on local system losses.

Your 14-digit reference number is printed on the top right section of every electricity bill, labelled "Reference No." or "Ref. No." It is also printed in the payment stub at the bottom of the bill. The first few digits of the reference number identify your DISCO circle and subdivision. If you do not have a copy of your bill, you can contact your DISCO's helpline (118) with your name and address to retrieve your reference number.

If you believe your bill is incorrect, first compare the meter reading on the bill with the actual reading on your meter. If there is a discrepancy, call 118 immediately and request a meter inspection. You can also visit your DISCO's nearest subdivision office and submit a written billing complaint. Under NEPRA regulations, DISCOs must resolve billing disputes within 15 working days. If unresolved, you can escalate the complaint to NEPRA directly at nepra.org.pk.

Yes. Your reference number is a public identifier on your bill. It does not give access to your account, allow any changes to your connection or reveal any sensitive personal data. The same reference number is printed on every bill and shared with bank tellers and payment agents when you pay. WapdaBill does not store reference numbers or any personal information from your searches.

There are two common reasons. First, the current month's bill may not yet be generated. Utility companies update their billing servers in batches, typically within the first few days of the billing month. If the bill has not been issued yet, no data will appear. Second, check that you have entered the correct number of digits. LESCO and most DISCOs use 14 digits. SNGPL and SSGC use 10-digit consumer numbers. Count the digits on your printed bill carefully.

A surcharge of 10 percent of the net payable amount is added to your account and appears on the next month's bill. If the bill remains unpaid for two consecutive months, your DISCO can disconnect your electricity supply without further notice. Reconnection after disconnection requires paying all outstanding dues plus a reconnection fee. It is always cheaper and simpler to pay on or before the due date.

NEPRA-approved residential tariff slabs for 2025-26: up to 50 units at Rs. 7.74/unit (lifeline), 51 to 100 units at Rs. 16.45/unit, 101 to 200 units at Rs. 22.65/unit, 201 to 300 units at Rs. 28.30/unit, 301 to 700 units at Rs. 31.75/unit and above 700 units at Rs. 39.00/unit.
